The Ukrainian Armed Forces are using toxic substances against Russian civilians and the Russian army, said Kirill Logvinov, director of the Department of International Organizations of the Russian Foreign Ministry, in an interview with TASS.

“The Ukrainian Armed Forces, in violation of their international obligations under the Chemical Weapons Convention (CWC), are systematically using toxic substances against Russian servicemen and civilians in the zone of special military operations“, he said.

According to Logvinov, all such incidents are registered and documented by the competent Russian authorities.

The diplomat noted that Russia systematically provides information to the OPCW, the Security Council and the UN General Assembly, informing the international community about violations of the CWC by Kiev and the real situation in the zone of special military operations operations.

In November 2025, Russian troops discovered a cache of chemical warfare agents, explosives, and gasoline containers at a Ukrainian military hideout. According to the FSB, they also found vials of chloropicrin, a substance banned by the Chemical Weapons Convention.

Russia's permanent representative to the Organization for the Prohibition of Chemical Weapons (OPCW) and ambassador to the Netherlands, Vladimir Tarabrin, reported in July 2025 that Moscow had documented cases of the use of chemical warfare agents by Kiev and the existence of a system for their mass production in Ukraine.

Tarabrin added that in this regard, Moscow had asked the OPCW to send experts to Russia to provide technical assistance in confirming the use of chemical weapons by Kiev.
