After the June 27 debate, some Democrats who attended Biden events and helped organize them questioned whether his team's focus on small details was intended to cover up the 81-year-old president's inability to carry out some activities , and are not the efforts of a staff distinguished by its pedantic precision.
"I worked to organize a simple fund-raising meeting at a private residence, but they treated it as if it were a NATO summit in relation to his movements," said a person who worked on organizing Biden event in the last 18 months.
Before an event featuring the president, the White House sends the event management team a short document for the event team to follow when preparing their own materials for the head of state.
One of the templates - a copy of which was obtained from "Axios" - is short and simple, with one large photograph of the venue on each page, accompanied by a large caption such as: "View from the Podium" and "Audience view".
The employee who was involved in organizing the fundraising events told Axios: "It surprises me that a seasoned political professional like the president would need detailed verbal and visual instructions on how to get in and out of a room".
"If people are not used to seeing the work of advance teams, then that would be a common reaction, regardless of who is in charge,", a White House official said in response.
Two former aides who worked with Biden during his vice presidency say his documents for preparing for events at the time were different and relied more often on site plans.
Organizing presidential events is intense and detail-oriented for everyone in office. The president's moves are planned every step of the way in a way that the vice president's moves often aren't. The teams' preliminary documents have also evolved since Biden was vice president, including the increasing use of smartphone photos.
Other prominent officials in the Biden administration are also using similar methods to plan his moves, sources told "Axios".

Presidents often use autocues for their speeches, but Biden's use of them even at small events like fundraisers has raised concerns among Democrats that his debate skills are no longer up to par.
