I think his desire is to take responsibility, he sincerely believes that this can lead to results. But during the discussion, an option was considered in which the result would not be achieved, an option in which Russia does not sincerely want to participate in such a process. "And at that moment he expressed his desire and readiness to introduce what he calls primary and secondary tariffs, but which are actually what we call sanctions," Macron said.
