The Bulgarian Energy and Mining Forum warns of chaos with heating bills in the next heating season. The reason is the final suspension by the court of the Methodology for determining the percentage of building installation, in cases where the condominium has not decided how to determine it.

„The cancellation of a regulatory document, without saying what document it will be replaced with, leads to chaos. Share distribution companies are currently wondering whether they will use the old methodology during the transitional period? Such a methodology is being developed, discussed, and approved within 2-3 months. "And we don't have a methodology at the beginning of the heating season," explained Ivan Hinovski, chairman of the Bulgarian Energy and Mining Forum, on Nova TV. He stressed that the problem is only for buildings that have heat allocators. In modern cooperatives there are individual heat meters.

„Buildings that have heat allocators measure a certain share - for example, one share corresponds to 1 kilowatt. They must use these non-engineering relative readings to prepare the distribution of heat energy into users, non-users and those who have completely given up. Those who pay will be the most affected," said Hinovski.

He explained that the Ministry of Energy must propose the methodology, discuss it with the companies for share distribution, and then submit it to the Ministry of Energy for a final decision. After which the regulatory document should be given to the share distribution companies.

„This uncertainty hides a danger of what will happen to our accounts. The share distribution companies intend to use the current methodology until its cancellation, and then recalculate. Because recalculations will be needed. But who will pay these costs? Who will pay for new software for these share distribution companies if they have to change software?”, asked Hinovski.

„Toplofikatsiya-Sofia” is an inefficient economic and technological company. Such companies are absurd in the modern economy. It is impossible not to make any efforts for modernization. The Bulgarian Energy and Mining Forum has been proposing a drastic restructuring scheme for the company for 10 years, in order to know where the large cash flows are going, the expert also commented.

If the state demands its debt, this means that „Toplofikatsiya Sofia” must declare bankruptcy and stop immediately. However, this cannot happen. If this company goes bankrupt, all consumers will switch to electric heating. Stoves, air conditioners will be turned on and consumption will increase unacceptably, beyond what the installation can withstand. This means an apocalypse for Sofia. This must not be allowed,” said Hinovski.
