The Supreme Administrative Court annulled the weekend vignette due to incorrect currency conversion into euros

The court accepted that incorrect rounding in favor of the state was allowed when converting the fee from levs to euros.

The Supreme Administrative Court (SAC) annulled Paragraph 1 of Decree No. 20 of the Council of Ministers of March 31, 2025, which set a price of 5.12 euros for the weekend vignette. The decision affects only the part of the tariff related to the price of this type of vignette, with the remaining provisions remaining in force, the SAC reported, quoted by Nova TV.

The court accepted that incorrect rounding in favor of the state was allowed when converting the fee from levs to euros. According to the Law on the Introduction of the Euro in the Republic of Bulgaria, the amounts should be recalculated by dividing the value in levs by the official exchange rate of 1.95583, without rounding, and only then rounding the final result to the second decimal place.

At a price of 10 levs for a weekend vignette, the correct calculation is 10 ÷ 1.95583 = 5.11292 euros, which after rounding gives 5.11 euros. The determination of a price of 5.12 euros is in violation of the law, the magistrates of the Supreme Administrative Court stated.

The three-member panel of the court noted that incorrect rounding was found only in the weekend vignette, while there were no such violations in the other types of vignettes under the tariff.

In its reasoning, the court emphasized that the rules for rounding when converting currency are clearly spelled out in a higher-level regulatory act and must be strictly observed.

The decision was issued in administrative case No. 4349/2025 and is subject to appeal before a five-member panel of the Supreme Administrative Court within 14 days.
