The Anti-Corruption Commission (CPC) is investigating a loan granted by the Bulgarian Development Bank (BDB) in the amount of BGN 148.5 million to the company of Rumen Gaitanski-Valka &bdquo ;Rodway Construction" AD in 2019
Of this sum, BGN 30 million went to pay off a liability of TPP-Varna to a bank, the commission specified.
There is a well-founded assumption that it is about violations of the law that have led to significant damage to the BBR, respectively the financial interest of the state, the commission also says.
Here is what became clear from the KPK announcement:
The subject of the investigation is data on embezzlement and embezzlement admitted by BBR officials in connection with a contract concluded on June 17, 2019, with which the bank of “Rodway Construction" a loan in the amount of BGN 148.5 million was granted, for which a contract for the supply of aggregates from “Road Construction Engineering" Inc.
The main shareholder in this company is “Biomining" AD. In the course of the investigation, it was established that all three commercial companies are in fact managed by Rumen Gaitanski-Valka.
It has been established that the contract that served as collateral for the BBR's “Rodway Construction" credit, was terminated a week after it was signed in 2018.
In the course of the investigation, the Anti-Corruption Commission has analyzed numerous contracts between the mentioned companies in order to establish the expenditure of the loan received by BBR.
There are data that “Crystal water" AD receives a loan from “Bio Mining" AD significant financial resources. It has been established that Rumen Gaitanski-Valka is also connected with the management of “Crystal water" Inc.
From the analysis of the collected documentation, it is established that “Crystal water" AD is a guarantor under a loan agreement between “Commercial Bank D" and CHP “Varna" JSC from 2019
It has been established that “Crystal Water" JSC repays the liabilities of the "Varna" TPP JSC to "Commercial Bank D". There are data that the time period in which this was done coincides with the provision of a loan in the amount of BGN 30 million by the company “Bio mining" AD of “Crystal water" Inc.
The July 2024 sale of the Goitanski-related “Road Construction Engineering" AD of a commercial company registered in Kardzhali.
From the documents collected so far and their in-depth research, there is a reasonable assumption that it is about violations of the law that have resulted in significant damage to the BBR, respectively the financial interest of the state.
The actions of the CPC investigation aim to establish the entire process from the granting of the loan by the BDB to its utilization by the respective final beneficiaries, with a view to the availability of data on the fictitious security of the granted loan presented to the bank. Unlawful actions of officials - BBR employees are also being checked.
Many actions are to be carried out on the investigation, including gathering evidence. After the completion of the actions of the CPC, the results of the investigation will be reported to the competent prosecutor's office.
