Krasimira Stoyanova will represent the ministry in case No. 8257/2024, initiated on a cassation appeal of the "Bulemu" Consortium. against the Decision of the Commission for the Protection of Competition on a public procurement with the subject "Delivery of 35 single-deck zero-emission electric locomotives with a capacity of at least 200 seats, maintenance for a period of 15 years and training of personnel".
The meeting is scheduled for 11:00 a.m. in hall 1 of the Supreme Administrative Court, “Alexander Stamboliyski” Blvd. 18. Minister Stoyanova is scheduled to give a short statement to the media before the start of the meeting, the ministry also reports.
BTA recalls that at the end of August, a three-member panel of the Supreme Administrative Court disregarded the request of the Minister of Transport and the announcements to allow preliminary execution of a decision to determine a contractor under a public procurement procedure, through "negotiation without preliminary announcement", with subject: "Delivery of 35 single-deck zero-emission electric locomotives, with a capacity of at least 200 seats, maintenance for a period of 15 years and training of personnel". The Commission for the Protection of Competition respected the arguments of the Ministry of Transport that the delay would be fatal for the implementation of the deadlines under the National Plan for Recovery and Sustainability, but according to VAS, the evidence for allowing preliminary implementation is not sufficient.
