A study by the Road Safety Institute (IPB) shows that in the Agency "Road Infrastructure" (API) an increased capacity for misuse of funds is observed. According to the IPB, there is a transfer of know-how from the Ministry of Culture to the API, reports news.bg.

In their letter to the president and the acting prime minister, the institution states that after the outbreak of the so-called "theatre affair", the Minister of Culture Nayden Todorov stated that disciplinary proceedings have been initiated against two employees in the "Budget and Financial-Accounting Activities" Directorate, in connection with the draining of the theaters in Smolyan and Razgrad. The prosecutor's office is also investigating the case.

IPB emphasizes that the employees in question are Diana Arnaudova - director of the financial directorate, and her subordinate Albena Laleva. According to the information of the institute, they have submitted requests to leave after the initiation of the proceedings against them.

The Institute for Road Safety notes that the two ladies have started work at API. Diana Arnaudova is appointed to the "Road Safety and Planning of RPM" Directorate, and Albena Laleva is positioned in the Financial Directorate of the Ministry of Public Works and Transport.

IPB indicates that in 2021 Diana Arnaudova is the director of the "Financial and accounting activities" directorate. in MRRB. With the arrival of Stefan Yanev's office, the new leadership of the ministry was forced to fire Arnaudova, as well as the director of the legal directorate Veselina Terziyska, after more than three months of working with them established a disloyal and improper attitude in their activities. According to officials in the ministry, the two directors Arnaudova and Terziyska were in a close relationship and there was even talk of questionable financial abuses.

From July 2023 and until now Veselina Terziyska is the deputy minister in the Ministry of Internal Affairs and Communications (appointed as such by order of the Prime Minister Nikolay Denkov) and under her insistence her associate Diana Arnaudova is employed in the API, and Albena Laleva, who was found with her in major financial abuses in the Ministry of Culture, occupies position in the Ministry of Internal Affairs and Communications.

IPB expresses its concern about the appointment of the two ladies in API. The Institute insists on a re-evaluation of what kind of people are appointed as deputy ministers and, respectively, what kind of people and with what characteristics and expertise they recommend for such sensitive sectors for our society in state institutions.
