Minister of Defense Atanas Zapryanov proposes to designate wartime control points of state bodies. The draft decree of the Council of Ministers to supplement the 2019 government decree on designating wartime control points has been published on the public consultation portal.
The draft decree designates wartime control points of state bodies to ensure the implementation of their wartime tasks. The expected results are related to ensuring the necessary conditions for the work of the relevant state bodies in wartime, the report of the Minister of Defense says.
The need to determine points for the management of state bodies corresponds to the basic requirements for the sustainability of civil preparedness in NATO, adopted by the Civilian Planning Committee in emergencies and, in particular, to ensuring the continuity of state governance in crises, the document says.
The implementation of the draft act does not require additional costs, transfers or other payments to be approved under the budget of the Ministry of Defense, at the expense of other budgets under the state budget.
A preliminary impact assessment has been prepared for the draft of the cited decree, which contains classified information. The opinion of the "Modernization of Administration" Directorate has the same level of classification.
