Ukraine investigates Russian war crime in deaths of two civilians near Kupyansk

Kharkiv prosecutor's office claims Russian drones attacked two unarmed residents carrying a white flag, while Moscow claims the opposite.

The Kharkiv regional prosecutor's office has launched a pre-trial investigation into a war crime that led to the deaths of two civilians in the Kupyansk region, the BBC reported, News.bg reports.

The investigation was prompted by a video distributed by Russian pro-war bloggers, which allegedly showed Ukrainian soldiers killing two elderly people with drone strikes. Kiev denies this version and says it was a Russian attack.

„According to the investigation, on November 3, 2025, near the village of Kruglyakovka in the Kupyansk region, Russian forces carried out FPV drone strikes on two unarmed civilians. The victims were walking along the road, holding a white flag, which clearly indicated their non-combatant status. As a result of the targeted attack, both of them and their dog died on the spot,” the official statement of the prosecutor’s office said.

The Ukrainian authorities specify that the collected evidence will be transferred to international institutions, as the case falls within the scope of international humanitarian law and may constitute a war crime on the part of the Russian Federation.
