Sofia Mayor Vasil Terziev presented today to the Sofia Municipal Council a plan to ensure continuity and sustainability of garbage collection and garbage collection services in Sofia.
"Moskovska" 33 informs that the plan addresses not only managing the crisis situation in “Lyulin“ and “Krasno Selo“, but also the administration's intentions for longer-term reforms in the system.
To date, 1 large garbage collection truck operates in the “Krasno Selo“ region, assisted by 3 small trucks (IBT) for hard-to-reach areas and 1 truck from the “Slatina“ region. A team from the “Parks and Gardens“ OP is focused on collecting EGO in the region.
In “Lyulin“, 4 large garbage collection trucks have been mobilized for the main routes, as well as 1 truck from the “Parks and Gardens“ OP for bulky waste. Additionally, 1 truck has been provided that carries 4-cubic containers for household waste. To deal with the accumulations on “Zhitnitsa“ Str., 1 loader with a clip, assisted by a multi-lift for quick removal, continues to work. 3 empty containers have also been placed on “Zhitnitsa“ to ease the load. The teams work in shifts, with the priority remaining the full restoration of the normal rhythm of service.
Here is what the plan presented by Terziev envisages:
► More flexible and sustainable contract management
Vasil Terziev emphasized that one of the main goals of the administration is to interrupt the practice of waste collection contracts in more than a few districts of Sofia expiring within a few months. "This will allow for more flexible management, reduce the risk of administrative vacuum and ensure that the service to citizens will not be interrupted", the mayor pointed out.
► Transparent work of the Public Procurement Commission
The Public Procurement Commission is in the final stage of preparing a report and decision, which will be presented next week. The plan states that its work is guided by four basic principles: equality and non-discrimination; free and broad competition; proportionality of requirements; full publicity and transparency at all stages of the procedure.
► Organization and resource for crisis areas
⇒ 10 garbage collection trucks are available, and by the end of the week 3 more trucks will be added for free use;
⇒ 4 drivers and 4 workers have been appointed, and 15 more employees are expected by Monday.
⇒ 25 interviews have also been held with candidates who will start work in the coming weeks in order to complete the equipment with human resources;
⇒ At present, 80% coverage of waste collection in both regions has been achieved according to schedule, and by the end of next week full operational readiness (100%) will be reached.
► Zone Six - assignment to „Sofekostroy“ EAD
The Sofia Municipality plans to assign the cleanliness activities of zone six to the municipal company „Sofekostroy“ EAD - with the Sofia Municipal Council as principal. The mayor emphasized that he expects from the management of the municipal company: a specific plan for the implementation of the commitments made; preparation of a business plan for the activity in the zone; clearly defined deadlines and implementation stages.
► Strengthening the capacity of the Sofia Waste Treatment Plant (STP)
During the meeting, the mayor emphasized the need to strengthen the capacity of the STP, which is under the direct management of the Sofia Municipality and plays a key role in the overall waste management system.
The administration submitted a proposal in March to increase the number of employees in the plant, which is awaiting consideration by the relevant committee of the Sofia Municipal Council.
The Sofia Municipality recalls that the STP achieved record results in 2025, which confirm the effectiveness of the initiated reforms - over 90,000 tons of RDF fuel were produced, and revenues from the sale of recyclable materials are almost twice as high as in 2024.
