The President of the Confederation of Independent Trade Unions in Bulgaria (CITUB) Plamen Dimitrov commented that according to lawyers, it is not a vice that the draft budget did not pass through the National Council for Tripartite Cooperation (NCTC). He said that the union has reviewed the legal framework.

When it comes to by-laws, decrees of the Council of Ministers, regulations, ordinances, they must necessarily pass through the National Council for Tripartite Cooperation. If they do not pass, they are subject to a decision of the Supreme Administrative Court. There have been cases in which we have canceled them, said the president of the Confederation of Bulgarian Trade Unions in response to a question from BTA whether it is possible to have some form of appeal because the draft State Budget Act for 2026 will be submitted to parliament without being previously discussed by the National Council of Trade Unions.

For laws, especially the State Budget Act, lawyers claim that there is no legal basis to think that it is a vice not to discuss and pronounce the National Council of Trade Unions, said Dimitrov.

Earlier today, the government approved the draft State Budget Act for 2026 and the Updated Medium-Term Budget Forecast for the period 2026-2028. This happened after the nationally represented employer organizations refused to attend the National Council of Trade Unions again.
