The new information system of the Agency for Geodesy, Cartography and Cadastre (AGKK) will be operational from today, dariknews.bg reported.
The new system will improve both the speed and accessibility of administrative services, it is planned that the distribution of applications will be random in all territorial units of the Agency. It integrates all available systems for cadastral and specialized data in the AGKK in a unified environment for managing users, workflows, security and databases. It has been developed with completely new user interfaces and is integrated with all electronic governance systems: e-authentication, e-delivery, e-payment, RegiX. There is also a connection with the property, commercial register, GRAO, BNB, “Bulgarian Posts“, as well as companies for utility payments. The system will be accessed with a qualified electronic signature with a NRA PIN or a NSSI PIN.
Submitting an application is now possible without selecting a specific service, because the information system will automatically distribute it to employees. Access to the system is free and does not require login when it comes to a review, but when an application needs to be submitted, to check ownership, depending on the rights, then authentication is required using a qualified electronic signature. Each action in the system by an employee or client is recorded in special journals. Among the innovations are the added historical data about the property – land, building or independent object, so that the cadastral map at a past moment can be seen. The sketches have an access code and a verification code and a number by which it can be checked whether they were issued by the Agency and whether they are still up to date.
The first information system was launched in the period 2006-2008 and it united the cadastral maps in technological servers, databases and the connection with the property register. In 2013, the centralization of the administrative module was carried out and then the Cadastral Administrative Information System for the Provision of Services was launched - the document management system both online and the administrative module, which is at the counters. In 2015, the cadastral register was also centralized in the Agency's data center, and the coordinate systems from 1970 were transformed. to the modern BGS 2005. During this period, the geomap management systems and the system that serves the beaches under the Black Sea Coast Development Act were also developed.
Applications for electronic services for the cadastral map have also increased. In 2015, they were 400,000, and last year they increased to 800,000. Cadastral map inquiries have respectively increased from nearly 200,000 to 3.5 million by 2023, and the increase in services has doubled.
98% of the country's territory is currently covered by a cadastral map. Over 20 million real estate properties are included - 13,782,157 land properties, 3,210,522 buildings and 3,071,439 individual objects.
