The 4% barrier remains, but the basis on which it is calculated has been changed, that is, the number of votes actually cast for parties and coalitions has been changed. This means that there will be a change in the composition of the National Assembly. This was stated by constitutional law professor Stoil Mollov in the program “From the Day” on BNT regarding the words of the Constitutional Court member that there may be a change in the personal composition of the National Assembly.
We can only guess what will follow. If a new party enters, it is possible that it will make the support of the majority in the National Assembly very fragile, that is, the majority will be on the brink, said political scientist Parvan Simeonov from the “Myara” agency.
Mollov added that this does not bode well.
Simeonov said that anyone who has dealt with elections knows that these things are done constantly. This means that for two decades we have not improved at all. The problem is huge and it will cast doubt on the elections in Bulgaria in general. From now on, I hope that we will treat democracy with more democracy. Now the radical requests must decrease, because many people will say: “Aman, let someone with a strong hand come”. The second and more important thing is not to rush to change the Electoral Code. In any case, there must be a much clearer horizon for the parties not to open the topic completely and demand the cancellation of the elections. If they start to cancel the elections, it will be fair, but it is better to close this page and write the next one like people, than to open it and sink into quicksand. I don't want to think about what will come of this. It is better to adopt a budget soon, to act with the eurozone and to push it for a few months, otherwise it will get worse”, the political scientist urged.
“If the elections are canceled, the moment is extremely inappropriate, but this is a political decision”, announced Stoil Mollov. “The radical forces were given a very good ball, if they play it, Bulgaria's accession to the eurozone, the adoption of the budget and what can be saved from the Recovery and Sustainability Plan could be put at risk”, he explained.
Eliminating paper as much as possible when voting, it became clear that paper protocols are the problem. Something came out of nothing. We pretended not to see this case for so many years. For four years, this endless confrontation between the two camps that hate each other has created a public environment that could explode the very idea of democracy, warned Parvan Simeonov.
When asked who has an interest in the instability in the National Assembly, Stoil Mollov replied: “The most applicable in this case is the Roman principle – who benefits from this”.
Answer also came from Parvan Simeonov: “Who wants the government to become one idea more dependent by entering another party. Obviously, this could be Mr. Peevski's party. It benefits from more parties in the National Assembly, because the government becomes more dependent on additional support at key moments. The one who had no interest in having more parties was Boyko Borisov, and he said so on election night. GERB until the last hoped that "Majesty" would not enter, so that they could form a government, the political scientist pointed out.
Simeonov warned that this spiral in which the two sides are getting excited must stop. Even in the current situation, instead of sitting down and coming to an agreement, they are looking for political opportunism, which could lead us to a Romanian scenario.
