Whether the decision to enter the Eurozone is unpopular is a controversial issue. We did not have a debate on whether or not it was right to enter the Eurozone. It was said - the treaties with which Bulgaria joined the EU do not allow for such a referendum. This was said by Prof. Daniel Valchev in the program "The Day Begins" on BNT.
The Constitutional Court's decision did not put an end to the issue," he believes. "The great debate about the referendum began with the signatures collected by "Vazrazhdane". This National Assembly could not refuse to hold a referendum. Months later, the president said that it would be good to have a referendum. The head of state invoked one of his powers and started this, but there will be no referendum. The National Assembly is not obliged to accept his request", he further explained.
The President asked the Constitutional Court to rule on three things - to declare the decision of the Speaker of Parliament null and void, to rule interpretively on whether the National Assembly can rule in such cases, and thirdly - whether the Speaker of the National Assembly has the right to rule on such cases. This development does not make the case closed. The Constitutional Court had to decide whether to exceed its powers, it decided not to do so, adds Valchev.
The President knows very well that there will be no referendum. The question arises as to why he is doing it. And the arguments are purely political, in my opinion. And there is nothing wrong with that. The President is a politician among other things. And since his mandate is ending, he is probably trying to position himself with a view to something future, pointed out Prof. Valchev.
According to him, our membership in the eurozone will be rather positive. "Entering anywhere, we enter without self-confidence, like people who have graciously invited us for something - it was the case for the EU, it was the case for Schengen, and now for the eurozone. By entering the eurozone, won't we be interested in the EU budget? I learn that it includes a significant increase in the contribution of the countries in the Union - from 1% to 1.7%.", he added.
