When we talk about KONPI, just about KONPI, things simply have to be traced back much further in time. What is KONPI, what was it and how did it get to this institution. And now how are we going to close an institution that has not yet been opened because it has no staff. So after all the talk of politicians, nothing has happened so far. Neither has a bill been submitted to close it, nor is there any prospect of one being submitted and considered before the session. The result of all these media bombs and debates will be, as always in our country - a big nothing. „The story of the creation of such a megastructure dates back to 2017 under GERB. Even then, many of the experts and MPs from the position, including me, warned that it was not a good idea to merge many competencies in one place“, the guest also shared.
„The Commission united five powers that were previously distributed between different institutions. One was the seizure of illegally acquired property through civil proceedings, another - the establishment of a conflict of interest, a directorate was taken from the Court of Auditors, which carried out verification of the declarations of senior officials, a directorate from the National Security and Defense Agency under the letter „K“ - as corruption, which dealt with operational and investigative actions, and BORKOR - an analytical unit created over the years to fight corruption. These structures merged to show the European Commission that we have an institution. Later it became clear that this thing crashed and other options for fighting corruption were sold to the European Commission again“, he added.
