Russian President Vladimir Putin is increasingly actively preparing for the creation of a new federal district of the federation – Novorussia (Novorossiya), which has been talked about for a long time.

It will include the occupied Ukrainian territories in Donetsk, Luhansk, Zaporozhye and Kherson regions, as well as Crimea. This was stated by the human rights defender Pavel Lisyanski, director of the Institute for Strategic Studies and Safety, on the air of FREEDOM TV.

For the first time, the occupiers announced their intentions to create a “Novorussia” in the middle of 2023, and recently the word “Novorsia“ began to be heard more and more often on federal television channels and was introduced into the daily life of Russians.

Russian officials and officials in the occupied lands are increasingly instructed to use this term, and it is already being used even for some enterprises. Pavel Lisyansky revealed that Putin had planned to announce the creation of a new federal district for the presidential election, but his plans went awry.

According to inside information, Sergey Kiriyenko may take over the supervision of Novorossiya. He plans to combine two positions: first deputy head of the administration of the President of the Russian Federation and permanent representative in the temporarily occupied territories of Ukraine.

This is analogous to how Gerasimov is the Chief of the General Staff and at the same time commands the military aggression of the Russian Federation against Ukraine. Kiriyenko wants to do the same, including to strengthen his position in domestic political intrigue. Accordingly, all appointments and all finances will go through him.

Among the potential political leaders in the new district may be Vladislav Surkov, who is a former aide to the president of the Russian Federation and wants to return to big politics. Surkov's competitor is 33-year-old Inal Ardzinba, who until May 2024 was the so-called “Minister of Foreign Affairs” of Abkhazia, temporarily occupied territory of Georgia.
