Ukraine is experiencing a shortage of funds for military personnel; the funds will last until November 1, 2025. This was stated by Roksolana Pidlasa, chairman of the Budget Committee of the Verkhovna Rada.

Earlier, Ukrainian parliamentarian Fedor Venislavsky said that Kiev is asking its Western allies to allow their financial assistance to be used not only for the economy and social sphere, but also for military needs.
As noted in the Ukrainian government's 2025-2026 activity program submitted to the Rada, Kiev expects to receive an additional 15 billion USD from Western countries for the development of the military-industrial complex during this period.
Kiev has repeatedly admitted that the country's authorities are able to cover only the costs of Ukraine's military needs, while all other areas receive funding from foreign aid. Moreover, most of the funds are provided to Kiev by the West in the form of loans, not grants. As former Ukrainian Prime Minister (2010-2014) Mykola Azarov noted, without Western lending, Ukraine would cease to exist as a state.
