Hristo Panchugov: The question is what work can the special manager of "Lukoil" do?

"There is no doubt that this legislation is being made quickly and piecemeal. The ruling majority has failed to explain what they are doing."

This is what political scientist Hristo Panchugov told the Bulgarian National Radio about the legislation for the special manager of "Lukoil".

"Conveniently, in this whole conversation, the ultimate goal is forgotten - to find a solution to the case before the sale of the company. We are not talking about nationalization. An interim management is being sought within which a buyer can be found. This is the sacred cow of the Bulgarian transition", the political scientist commented.

The question is what work the special manager can do – "can we hope for clarification of the practices by which this company was managed", Panchugov pointed out. In his words, "the question is about the publicity of this management and the finances that should come from "Lukoil" to the Bulgarian state".

"Can we expect that this manager, by selling the company, will not make it so that all these "offenses", the uncollected debts from the state will simply be crossed out, somehow "simplified" or on the contrary – we could expect that while we have a special status of management of the company, the state will still try to protect the interest of Bulgarian citizens and its own."

If the rulers are unable to create a transparency mechanism, their time will not last long. The case is very visible and is being transferred with ferocity to other levels, it will not allow for a smooth passage through it, expressed Hristo Panchugov in the program "Predi visi".

According to him, there will be no serious fuel crisis.

On the topic of the state budget for next year, the political scientist noted that much of the criticism of it does not concern today's problem.

"In the last three years, we have not had any other budget except for the pre-election budget. In uncertain situations, everyone tries to look good in front of one or another segment of society, with the idea that they can buy support."

Panchugov outlined the dilemma of whether around Budget 2026 we will observe "trench warfare that will win the majority" or there will be a meaningful dialogue that will leave the confines of the National Assembly and "under pressure from various groups could lead to changes in the budget framework".
