He does this in his detailed analysis on his Facebook page, and also presents many interesting facts about this yet another controversial action by the PP-DB administration in the Sofia Municipality.
The “Ecology“ direction has practically not changed the technical parameters, there is a difference in the approach and in the invited participants. This is probably a quick and not particularly precise attempt to get out of the vacuum for the so-called Third Zone (Poduyane, Slatina and Izgrev), which are currently supposedly being cleaned by the SPTO, but apart from removing part of the garbage, there are no other cleaning services. And the situation on streets, sidewalks and inter-block spaces is unpleasant, explains Contrera.
Some of the candidates invited to negotiations did not participate in this area, which is striking from the initial review of the documents. It is also striking that companies that had contracts before were not invited, as well as that the only foreign company that participated in the mega-order was not invited. Another problem is noticeable - maximum prices.
The Sofia Municipality should explain why they decided to invite these four companies and not others. I have not seen any maximum prices yet (the documentation is voluminous, so we will have to read in detail). First of all, it is appropriate for the deputy mayor of the "Environment" department and the PP-DB to say whether there will or will not be maximum prices and what their views are on where the acceptable limit is. Will we use the estimated prices from the old and unfortunate procedure? Or will they be updated? If so, by how much? Will there be more advantage if the invitees offer new equipment with more ecological parameters - for example, electric trucks or methane-powered ones? Why was the municipal company “Sofekostroy“ not invited, the mayor from VMRO continues to raise interesting questions.
From the data presented in this way, there remains a feeling of something unsaid and behind the scenes. This is how speculation begins. Hopefully, this move will be for the better, because the residents of these three regions (Poduyane, Slatina and Izgrev) have suffered too much and deserve for the whole nightmare to finally end, and quickly.
However, I remain a skeptic and will carefully monitor that it does not turn out to be another fiasco, because the PP-DB are masters of laziness, pictures and virtual governance, but in reality they usually only create chaos, shock and horror. So I'm not looking with one mind, but with two minds, concludes Carlos Contrera's analysis.
