Elite lawbreakers in Montenegro will receive huge... discounts

The Montenegrin government has submitted to parliament 13 amendments to the bill on the legalization of illegal buildings, which aim to significantly reduce the financial burden on the owners of such properties.

The legislative changes provide for a significant reduction in urban redevelopment fees. This key change aims to encourage the legalization of properties that were previously outside the legal framework.

In the initial draft law, which is currently being considered by parliament, the amount of such compensation for buildings with an area of approximately 1,000 sq m ranged from EUR 1.5 million to EUR 5 million. However, with the adoption of the new amendment, this range has been radically reduced - between EUR 400,000 and EUR 800,000. This means that the maximum amount has been reduced more than six times compared to the initial proposal, and the minimum - almost four times.

Municipalities will be given the opportunity to independently determine the specific amount of compensation in their territories for a given type of property, but only within the established new range. This measure is designed to take into account regional specificities and the needs of local authorities.

The text of the amendments notes that this measure could significantly stimulate the legalization of luxury tourist properties, which is undoubtedly beneficial for the state budget and the rationalization of urban development. However, this decision is also expected to cause significant public controversy. The main reason for potential dissatisfaction is the size of the discount provided compared to the initial offer, which could be perceived as unfair discounts for owners of expensive real estate who violated the law.
