By definition, SUPTO is a software for managing sales in retail outlets, but in practice it can and probably will be used as a bludgeon, as another method of putting pressure on small and medium-sized businesses.
Practically, if you have a website where you sell, say, socks, you will have to use a licensed platform for your sales. That is, if you have paid some 50k leva for the development of your site, now you can throw this site away and you have to get a new one, because the NRA is the institution that must approve your platform. All these software will transmit all items and sales to the NRA in real time, and the NRA will have constant access to all this information (long live GDPR).
Why SUPTO can and probably will become a pressure system:
Approval by the NRA is done administratively, i.e. it can be delayed or directly denied (and maybe indirectly denied - if you have a business, you have probably heard of the practice of "tacit refusal").
The NRA will have access to complete information about your business - at what price you receive, at what price you sell, who your customers are, what their prices are and the discounts you apply. In short, everything about your business. This information can be provided to your competitors directly and you will have no idea where the leak is coming from.
Possibility of sudden blocking and sanctions for the business - the NRA will be able to conduct inspections on you, even without your knowledge, and if there is a difference, which may even be caused by a technical error, they will be able to directly fine you or stop the operation of your business. After another month, you may win a case against them, but your business will certainly not be what it was.
Perhaps most importantly - small and medium-sized businesses will probably not have the capital to license their software, and the purchase of approved software will only be from "certain" companies. This creates the possibility for a certain circle of people to be the only licensed ones. Thus, certain companies will have the opportunity to get very rich, with smaller ones having only one option: to close.
For me, this is part of a targeted campaign to kill small and medium-sized enterprises and, in general, to eliminate the middle class, which votes against certain parties and rebels against proposals such as Budget 2026 and SUPTO.
When people wonder how to survive, they do not have time to rebel, when highly qualified people seek realization outside Bulgaria, they are not interested in politics here.
