North Carolina Governor Josh Stein has signed a law tightening bail rules for suspects following the murder of Ukrainian Irina Zarutskaya in the state.
„Irina's Law“ "obliges courts to pay special attention to people who may pose an unusually high risk of violence before deciding whether to release them on bail," the governor said in a video message posted on X.
The new law prohibits the release of certain categories of suspects from custody without bail and requires more defendants to undergo a forensic psychiatric evaluation.
On August 22, American DeCarlos Brown stabbed 23-year-old Ukrainian refugee Irina Zarutskaya on a streetcar in Charlotte, North Carolina. The woman, originally from Kiev, died at the scene from her injuries. Brown was later arrested and charged with murder. As US President Donald Trump noted, the perpetrator is a repeat offender - he has been detained by police at least 14 times before, but each time he has been released on bail without having to pay any money.
