The problem is that it is included in the PVU. And its functioning was a requirement for us to receive funding. But if we talk beyond European funding - this is a redundant body. Before that, the police were dealing with the problem wonderfully without such grandiose scandals. He said this in the program “Offensive with Lyubo Ognyanov” on Nova News, former deputy rector of the Academy of the Ministry of Interior, associate professor Milen Ivanov, commenting on the question of whether the CPC should be closed?
In this regard, is the veto of the president rejected by the National Assembly regarding the possibility of the head of state appointing the chairman of DATO and SANS legitimate - he emphasized that "in order to receive an adequate answer, we must put the entire security system in order".
And he recalled that the problem began back in 2006. Then the president issued decrees because "these were military personnel, i.e. generals. After 2006, with the so-called "demilitarization", when the national security system was destroyed, then our commitment was – for entry into the European Union to remove only the police, i.e. "Security" from the armed forces and "Criminal" police", explained Ivanov.
According to him, it was at that time that the senselessness of the president issuing decrees for these positions began to disappear. "Yes, quite rightly – and it is the case all over the world – the parliament elects the heads of such departments. But it also elects the police director. While in our country we have not yet matured to the idea that the police director is an extremely important figure, equal to the chairman of the State Agency for National Security", he recalled.
According to Associate Professor Ivanov, we have a Ministry of Internal Affairs, but we do not have an independent police force: "In all normal countries there is a police director who manages the entire structure. In our country, the secretary general is the professional leader, and under him there is a director of the General Directorate of the Police. However, the General Directorate of the Police has methodological functions in relation to the regional directorates – realistically, this is not a hierarchical vertical of power in the police".
And he was categorical that the president should issue decrees only for military personnel. "The Secretary General in this case is not a military personnel – except in the event of war or martial law", he emphasized.
When asked why the president insists on retaining the authority to appoint the heads of the services, Ivanov emphasized: "The problem here is in the Constitution. The president cannot be the supreme commander-in-chief, and these structures cannot be in the armed forces. There is no way that intelligence and counterintelligence are not part of the armed forces. That is why I say – the defect arose back in 2006 with the misunderstanding of the model. Because in the National Security Service, for example, there is military counterintelligence. In peacetime there are no military personnel".
