By allocating nearly 29 million leva without justification, the government in resignation is undermining trust in the management of our nuclear energy, which is a mandatory condition for its stable and sustainable development, warned the MP from "Vazrazhdane" Yordan Todorov.
Todorov, who is also a member of the parliamentary Energy Committee, sharply criticized the allocation of nearly 29 million leva in additional funding for 2026 to the State Enterprise "Radioactive Waste" (SE RAW).
"Within two weeks, the Council of Ministers allocated nearly 29 million leva from our taxes to SE RAW as additional funding for 2026 – without reasons, without financial justification and in violation of the law“, said the MP.
According to him, the decisions submitted by the Minister of Energy are reduced to one sheet with a few sentences, without comprehensive analysis and argumentation:
"With Decision No. 29 of 15.01.2026, 17,000,000 leva were approved for activities on the National Radioactive Waste Repository, and with Decision No. 125 of 04.02.2026 - another nearly 12,000,000 leva. Both decisions were submitted by the Minister of Energy. In reality - one sheet with three sentences, without analysis and argumentation, in violation of Art. 28 of the Law on Normative Acts and Art. 31-34 of the Organizational Regulations of the Council of Ministers“, he argued and showed the decisions.
Todorov recalled that the State Enterprise for Radioactive Waste (SE RAW) has been building the National Radioactive Waste Repository near Kozloduy for 22 years now, with costs exceeding 200 million leva, with the prospect of commissioning it in 2028 at the earliest. “An absolute record in delays and cost increases for such a type of facility“, he emphasized.
The MP also noted that the company has been decommissioning units 1-4 of the “Kozloduy“ NPP since 2009, with almost 2 billion leva having been spent by 2026, and the implementation is only in the middle of the second of three stages. "The 2030 deadline is clearly unfeasible, given that the funding from the "Kozloduy" International Fund ends in 2027", he commented.
Todorov also recalled the results of the 2025 audit of the Court of Auditors, which found serious violations - delays, cost overruns, problems with public procurement, investment funds used for current expenses, and 97% of appointments without competition.
"However, as of 2026 there is no public information about inspections, sanctions or measures taken by the Ministry of Energy, ADFI or the Prosecutor's Office", he concluded.
The People's Representative from "Vazrazhdane" Yordan Todorov is categorical that such actions by the outgoing government undermine confidence in the management of the strategic sector and threaten its sustainable development.
