"The subject of the order changes drastically and it is not possible for us to make only an amendment.

Timelines are very worrying. Technologically, we need about one month from announcing the order to concluding a contract. At the beginning of May, we will be able to have a contract with a contractor at the earliest.

We have no reason to talk to "Siela Norma". The order we are announcing is a competitive procedure with separate positions. Another company may also appear.

At the moment, the CEC is preparing for elections 2 in 1, Mateva explained in the show "Sunday 150".

"We have long been ready with all the documents for the European Parliament elections. On March 15, we announced a public procurement for activities related to machine voting. A few days later, we also announced a public order for the selection of a contractor for informational campaign materials.

Now we are redoing all the papers and documents so that when the president issues the decrees, we can make the first decisions.

Whenever there are two choices on the same date, there are challenges. In both types of elections, voting will be done with preferences. We hope for a wide awareness campaign. We have already started one for the European Parliament elections. There, voters must meet the requirement of 3 months of residence".

"The number of signatures reflects the completion of the protocol. We hope there won't be such big difficulties.

All Bulgarian citizens who have address registrations will be able to vote in EU member states, Mateva reminded.

"In other countries, it will be possible to vote for members of the European Parliament only in diplomatic and consular missions. In the remaining sections, voting will take place only for the National Assembly.

There is a requirement by law when 2-in-1 elections are held that there be a different color of protection on the back of the ballots, she said.

"We will decide whether the ballots should also be of a different size"

Machines make it possible to vote in more than one type of election, Mateva pointed out.

"I guess about ten thousand machines will be enough. We will also have some that will be sent for an awareness campaign in places. There will be enough machines and voters should not worry.

Proposals for members of the sectional commissions are made by the parties and coalitions represented in the parliament, noted the deputy chairman of the CEC.

"They have the responsibility to nominate persons who know the electoral process.

We are making efforts to adopt the methodological instructions to the sectional election commissions 20 days before the election day so that the formations can be trained. Everyone says they are written very clearly and comprehensibly.

In the same way we act with the protocols – a few days before the elections, we publish interactive protocols on our page so that they can be filled in by the members of sectional committees. This protocol can also be filled out on election day after they have established the result and completed the draft protocols – to enter the data in this interactive protocol and if everything is fine, to apply it to the whiteboard.

We foresee a separate remuneration for participation in the trainings. But sometimes changes are made in the composition after the trainings have already been held. We appeal to the parties not to make changes in the composition of the electoral commissions, unless it is imperative.

After each election, the CEC sends a report to the National Assembly. We have made numerous proposals for changes to the Electoral Code. One is about the terms for appointing members of the electoral commissions. But now is not the time. He would be after these elections.

The CEC is doing everything necessary to make the elections fair, Mateva said.

"In this direction, all other bodies in the state that are involved should also work.

She also appealed to all analysts, political scientists and experts who speak in connection with the elections to handle the means of expression carefully.
