"The problem with the budget is very serious. We have a combination of three factors, the first is the populist one, on the other hand we have non-implementation of the PVU, we also have a difficult economic situation in the country – over 20 months the rate of industrial production falls. We will patch holes and tie up the budget year after year, if only the state will go somehow."
Economist Evgeny Kanev expressed this opinion to the BNR.
Not only will we have a problem next year, but also this year there is a problem of not fulfilling the budget with the set deficit - that way we will disqualify ourselves for the Eurozone, commented the specialist. According to him, in order to achieve a 3% deficit, the capital program must be cut.
"There are buffers. They are set with the budget itself. The issue is that this is mostly at the expense of the municipalities," he argues.
According to Kanev, lobby groups insist on a low VAT, and this seriously affects the budget. And he specified that the transitional administrations due to the political crisis lead to a problem with the collection of revenues.
As a basic problem, the financier singled out the laws laid down under the PVU, "which interfere with the interests of the established oligarchy and the parties that protect it".
The best solutions, according to him, are tantamount to reforms that a caretaker government will not undertake.
Even if there is a regular government, because of the political crisis, it has very fragile support and because everyone knows that there will be new elections, no one dares to make reforms, and without reforms the state lags behind more and more, pointed out Kanev and expressed skepticism. that next year's budget will be adopted this year.
