This is not a country.

I am the only MP who asks about the contract with “Botash” which is harmful for Bulgaria. in the National Assembly. Acting Minister of Energy Vladimir Malinov refuses to respond to parliamentary scrutiny. In violation of the Constitution and laws (Art. 90)! For him, there are no deadlines, obligations, commitments, compliance with rules. I wrote official letters, appealed from the parliamentary rostrum. I have never seen a more arrogant and self-absorbed official.

I sent a letter to the acting Prime Minister Dimitar Glavchev, in which I asked them if the minister he single-handedly appointed is above the Constitution and the laws of the country. Does it violate the Constitution by refusing to respond to parliamentary scrutiny? Is something being covered up regarding the contract with “Botash” and are there negotiations for its termination?“.

This was stated by the independent representative in the 50th National Assembly Kaloyan Metodiev in an angry post on his profile on social networks.

Here's what else he wrote:

„Official Prime Minister Glavchev answered me on time (8.10.24). He was correct, for which I thank him. In accordance with the Constitution, crookedly to the left, all the other 9 ministerial ministers, over whom I have carried out parliamentary control so far, were also responsible. Everyone complies with the law, only Vladimir Malinov – no. Glavchev's answer is key to understanding the situation in the country. Key!

The caretaker prime minister transfers responsibility for Malinov's appointment to President Rumen Radev – “the choice of ministers goes through the sanction of the head held…. The definition used in your question “your minister” is imprecise and tendentious“ (answer 2). Upon the appointment of the official cabinet, Rumen Radev stated: “Unlike all the official governments up to now, in this government I have in no way interfered with personnel policy and I am not responsible for his actions.“ (9/04/2023, NS).

Proved by the above facts, one of the two is categorically lying - either the president or the prime minister! Either Radev or Glavchev!

Glavchev's answer to what is happening with the multibillion-dollar contract with “Botash” is even more striking: the ministers answer for each other's portfolios! (answer 3) It turns out that Vladimir Malinov, who was not appointed by anyone, single-handedly and arbitrarily manages the most resourceful department in the Bulgarian state. Unselected by anyone! Accountable to no one. No one is responsible for him! The billions in Bulgarian energy are spent by one person at his discretion!

Vladimir Malinov is a direct participant (key) in signing the contract with “Botash” as director of “Bulgartransgaz” in the official government of Galab Donev. The previous parliament unanimously defined the contract as corrupt, harmful and gave it to the prosecutor's office. At the moment, the same person, in his capacity as acting energy minister, signs contracts worth billions, reforms BEH, contracts the construction of units 7 and 8 of the Kozloduy NPP, signs hundreds of millions with some American law firm, leads or not (I hope does not leave traces) negotiations with the Turkish company “Botash“ again for billions…. without anyone appointing him (we are no longer talking about election at all), without control, without political responsibility. We have a crowned king of Bulgarian energy, who has put the crown on himself. And we are his subjects without knowing it. Tomorrow Malinov will be gone, but every single Bulgarian citizen will live and pay for years on his deals.

A series of tough questions arise:

Who manages the Bulgarian energy sector at the moment? Who is responsible for it? Has Malinov self-appointed and self-determined to manage our energy system? Who controls, manages and appoints it? Which institution tells him what to sign on behalf of Bulgaria? Who, why and how appointed Malinov as acting minister? What gives him self-confidence and his back to be above the Constitution and the laws?

The official offices gave birth to the biggest breakdown of statehood in the country. Murky water of lawlessness, corruption, making and breaking parties, meddling in elections, irresponsibility and behind the scenes. They should be removed. This does not currently have the features of a country! Certainly not European and legal", concludes Kaloyan Metodiev.
