The responsibility for forming a parliamentary majority and for electing the Speaker of the National Assembly falls on the shoulders of those who took first place in the elections. GERB apparently do not make any effort to seek a majority for their candidate (note the order for the Speaker of the National Assembly), which is extremely strange and, in my opinion, is an occasion to ask why. This is what he said in the program "Bulgaria, Europe" and the world in focus“ on Radio "Focus“ MP from PP-DB Manol Peykov.
The post of Speaker of the National Assembly is the highest post in the country, as Bulgaria is a parliamentary republic. The Speaker of the National Assembly stands at the top of the state pyramid and everything depends on him, Manol Peykov also reminded. "If we don't have a Speaker of the National Assembly, the president de facto cannot hand over a mandate, and we can't go anywhere – we can neither go to the next elections nor to form a government, even the deputies themselves cannot collect their salaries. It is not by chance that the election of the Speaker of the National Assembly is considered to be the first and most important step towards forming a government. That is exactly why it is extremely important that we take a serious and highly responsible approach.“
According to Manol Peykov, the major stumbling block is the reluctance of the GERB leader to sign the declaration on the demands of the PP-DB sanitary cordon of Peevski. This is the red line that he cannot cross, despite all his statements, he believes: "Peevski has never been in an official coalition with anyone, but he has been pulling the strings of the state for a long time.“< /p>
"Mr. Borisov simply refuses to talk to us. We are the second parliamentary force and, in his opinion, these are the only two parliamentary forces that are Euro-Atlantic. So there is nothing more natural than for him to come and talk to us. But he doesn't. That is why yesterday we came out with this declaration that we are ready, simply to untie this Gordian knot, to support the oldest member of the National Assembly as its chairman,” he explained and added that this is the reason why the PP-DB withdrew Andrey Tsekov's candidacy.
Manol Peykov also expressed the opinion that what Borissov is waiting for is probably the second largest party in the parliament to form an alternative majority, but according to the MP this will definitely not happen and PP - DB will wait for GERB and Borisov to bear their responsibility. According to him, Borissov should take a step back, give up the post of prime minister and hold talks with the other parties in the parliament about forming a regular cabinet. "Without a regular government, we have been creating for three years and in the end the results cannot be good for Bulgaria.“
