Forced removal of three illegal buildings near the Iskar Dam

The court cases went on for 2 years before the physical demolition of the properties was reached

Teams of the Capital Municipality began the forced demolition of three illegal buildings on the territory of the State Hunting Farm "Iskar". They are implementing a decision of the Supreme Administrative Court after 2 years of litigation. The buildings were built by a company related to businessman Rumen Gaitanski.

The removal of the buildings is carried out with the financial resources of the municipality, which will be requested by the company that built the illegal buildings, specifies the BNR.

The teams of the municipality secured access to the buildings themselves by moving a car parked in front of the gates with a spider of the Center for Urban Mobility, and the padlock was cut with flex.

The action of the teams of the Metropolitan Municipality is completely legal, and the accusations of self-government are completely groundless, said the chief architect of Sofia Zdravko Zdravkov. He is adamant that they will be uncompromising towards all offenders.

"The main question we have to ask is to the management of the State Southwest Enterprise and Minister Kiril Vatev personally to carry out an inspection, because for 2 days apparently no one came to work, and maybe these people will want to get this working time pay. We act with the force of law, so when ZUT is behind us and we have followed all the legal steps confirmed by judicial control, I think that the actions we are taking will be a serious earring for anyone who decides to carry out illegal construction in the future on the territory of the Metropolitan Municipality".

Despite the court cases and their delay, justice prevailed, the MP from the "Green Movement" told BNR. Vladislav Panev.

"This case and this demolition of illegal constructions is for me a symbol of the fact that everyone in the country should be equal before the law. This is the condition for the nation's prosperity.

According to him, "the state finances this company in every way" and recalled that during the time of Stoyan Mavrodiev at the head of the Bulgarian Development Bank, the company received BGN 150 million. This was the largest of the notorious large loans of this bank, he pointed out.

"He received them for the sale of a small road construction company from Kardzhali with a turnover of BGN 5-6 million per year. This is pure money. The loan that was taken out by the bank was in the name of a small company owned by a man who lives in a flat in "Lyulin". A small part of this 150 million was used for the construction of these illegal buildings. The state not only fully financed this project, but also from above", commented Vladislav Panev in the program "Before all".

In his words, all the time the State Forestry Enterprise and the State Hunting Farm "are playing lawyers for Rumen Gaitanski's company". In any way, the state continues to be against the municipality, he believes. According to him, the mentality of officials must change.

According to Associate Professor Hristo Mihailov - rector of the Forestry University and former chairman of the National Hunting and Fishing Union, the behavior of the forest chiefs and the director of the Hunting Farm in this case is "outrageous".

"I did not expect that we could get to such a shameful case,", he noted.

In his words, not only the Iskar State Hunting Farm, but also a dozen other state hunting farms are in a public-private partnership procedure according to the legal conditions and regulations.

"But this public-private partnership remains a big mystery. There is no such model for the management of hunting farms in Europe", Assoc. Prof. Mihailov is categorical, explaining that in this public-private partnership the private interest is very well protected, but the public one is not. He also added that the public-private contracts partnership remain a mystery to the public.

"Who runs the farm? Who frames? Who appoints? Who manages the financial flows? Who manages the biological assets?", asked Assoc. Mihailov and insisted on the publicity of the contracts, and this can be done with a change in the legislation related to hunting.

The Ministry of Agriculture stated in their position that they provide full assistance in the implementation of the effective court decision.
