“Who went to him with the notary?” – asked supporters of Ahmed Dogan, gathered in front of the Boyan Palace. This happened after the owner of the building, Danail Papazov, announced the honorary chairman of the DPS as “persona non grata” there and in the summer barn in Rosenets, also known as Dogansarai.
The answer is that no one went to Dogan, but a notary went to #KOI, and more specifically to his proxy Danail Papazov. On your feet. This is how the conflict between the honorary chairman of DPS Ahmed Dogan and his former favorite Peevski, sanctioned under the law “Magnitsky” for corruption.
BIRD investigated all property transfer transactions in companies related to Dogan and Peevski since 2016. Or, more precisely, primarily at which notary the transactions were acknowledged. This is notary No. 271 Vesela Ivcheva.
Notary Vesela Ivcheva became famous after the "Eight Dwarfs" case, in which she authenticated documents benefiting the former investigator Petyo Petrov – Pepi Euroto and his wife Lubena. In legal circles, she is known as “notary of the year” for 2018, announced by the specialized legal magazine “Praven Svyat” /acquired by proxy of Peevski in 2017/. She is also “Business woman of the year” for 2022 awarded with “Golden Heel” from “Business and Lifestyle” TV.
It is striking that the main part of Ivcheva's certification takes place “outside the office”. Thus, there is no way to carry out checks on personal documents, inquiries in population databases, civil status /marriage, no marriage/ and other checks that a conscientious notary must make. Obviously, everything happens on trust to its own people and on call.
Notary of Delyan…
Notary Ivcheva certifies the transfer of media related to Delyan Peevski (the company "Telegraph Media"), the sale of Hotel "Berlin", Bulgartabac's company received an unsecured loan from the Bulgarian Development Bank (BDB), Dubai company participations in the companies “INTRUST”, “NSN Investment” etc. Authentication takes place mostly “outside the office”.
But Ivcheva also certified the transfers through which Ahmed Dogan was removed from the ownership of the barns in Boyana and Rosenets and “TPP Varna”, after entering into a conflict with Delyan Peevski.

In 2021 Delyan Peevski sells Hotel “Berlin” – outside the office. “ BL – Retail Real Estate” Ltd., then owned by Kingfisher Limited (Kingfisher Limited), Country: UAE, transfers (entry) to “H PROPERTIES” Ltd.
BBR loan for Bulgartabac – “Industrial Solutions and Technologies” EOOD, in 2021 the sole owner becomes TS H Ltd., Country: UAE.
In 2018, the already defunct “NSN Investment” EOOD was transferred from D TERA LTD, AFZOS1141, Country: UAE (described in the history of “Common Status” in TR with the old name “Intrust Limited”, AFZOS1141, UAE) to “INTRUST” of Peevski.
In 2016, the now defunct “Telegraph Media” EOOD was transferred by “New Bulgarian Media Group Holding” EAD of “NSN Investment” of Peevski – outside the office.
Notary Ivcheva also certifies a contract for a special pledge for the BGN 150 million loan granted by BBR to the Rumen Gaitanski-related company – Valka company “Rodway Construction” AD – outside the office.

Vesela Ivcheva is present everywhere and in the transactions that marked the creation, rise and fall of the Ahmed Dogan partnership – Danail Papazov.
Dogan entered the energy business in August 2018, when he acquired a 70% stake in “Sigda” EOOD, in which until then the partners were the son and daughter of the former transport minister in Oresharski's cabinet, Danail Papazov. At the beginning of the same year “Sigda” has acquired the company “CHP Varna” EAD from CEZ. The transaction regarding the acquisition of the shares by Dogan took place at the notary Vesela Ivcheva.
Danail Papazov officially has no participation in “Sigda” until February 2024, when the businesses are being restructured. A month before “TPP Varna” was transferred to the newly created “Sigda Investment” AD. At the end of 2023, the financially stuck and in debt of over BGN 40 million to the state-owned “Bulgargaz” TPP was refinanced with a BGN 30 million loan from the “Municipal Bank” of Georgi Samuilov – Joro Insa – close to Peevski. BIRD then informs about the credit and the transfer. From the previous 70% in “Sigda” Ahmed Dogan already shares 50% with Papazov in “Sigda Investment”, respectively in “TPP Varna”.
BIRD first revealed that in February 2024, Ahmed Dogan, until then only a user and pretended to be a hidden owner, clarified his ownership and became the beneficial owner in Dogansarai. On 27/02/2024 “Hermes Solar” – owning properties in Dogansarai, becomes 95% owned by “Port Logistics Burgas”, respectively 100% owned by “CHP Varna” EAD, which has already become 100% owned by the newly registered “Sigda Investment” AD with 50% shareholders Dogan and Papazov. The transfer of shares in “Hermes Solar” took place at notary Vesela Ivcheva (authentication outside the office).
The dissolution of the partnership between Dogan and Papazov also goes through notary Ivcheva and mostly happens outside the office. This happens after “Sigda” was transferred to “Sigda Construction” of Papazov at notary Vesela Ivcheva (authentication outside the office). The eviction of Ahmed Dogan from the property in the Saraites and “CHP Varna” ended officially only yesterday with entry 20240830161620 in the Commercial Register. Thus, as of August 30, 4:16 p.m. and 20 seconds, the honorary chairman of the DPS is no longer officially part of the board of directors of the “TPP Varna”.
