In 2021 . the mayor of the village of Krushari Ilhan Mustegeb became famous for his salary. He manages the smallest and poorest municipality in the Dobrich region, but receives a higher salary than a number of his colleagues who manage the largest municipalities in our country, writes the investigative site AFFAIR.
The company, executor of the public order, for which Mustegeb is accused, is “ Crystal Water” AD. The company made a splash after the arrest of Rumen Gaitanski – Valka in connection with an unsecured loan from BBR.
On 28/06/2019 – once the loan is granted – “Rodeway Construction“ JSC pays “Bio Mining” AD 103.5 million BGN on the basis of: “sale of shares”. Rumen Gaitanski receives 46 million of this money in his personal account as a “dividend” from “Bio mining“ AD. In practice, it turns out that the company associated with Valka absorbs a loan from BBR and transfers these funds to another company – his company, with a formal deal. I.e. from it, Gaitanski realizes a personal income of BGN 46 million. Most likely, this money was used to finance and build the infamous hunting lodge.
Another interesting fact is that from the received by “Rodeway Construction“ AD money, “Bio mining“ AD pays another company – “Crystal water“ AD 28.6 million BGN on the basis of a “loan”.
„Crystal water“ is also connected directly and indirectly to Gaitanski through the persons involved in it and this is easy to verify. “Crystal water“ for its part, it is a guarantor under a loan agreement between “Commercial Bank D“ and CHP “Varna“ AD and so on 31.03.2021 “Crystal water“ repays the liabilities of the TPP to the bank in the amount of over BGN 26 million. Official owner of the “Varna” is the company “Sigda”, in which Ahmed Dogan and the cabinet minister “Oresharski“ Danail Papazov. On 31.03.2021, the “Varna“ AD and “Crystal Water“ AD signed a contract under which the TPP undertakes to return the amount of BGN 26 million that the company transferred to the bank.
Apart from this – a week later – on 04/07/2021, the two parties concluded a loan agreement for BGN 3.3 million, which “Crystal water“ provided to the “Varna” TPP. On 07/02/2021 “Crystal water“ transfers the liabilities of the “Varna” in the amount of nearly BGN 30 million (26 million + 3.3 million) to Rumen Gaitanski.
It turns out that in 2021 “Crystal water“ has repaid a bank debt of the “Varna” and accordingly, the TPP must return the money to “Kristalna Voda”. It's about millions.
