The government of President Donald Trump has prepared a plan to end the almost four-year-long Russian aggression against Ukraine. The American news portal Axios published the list with a total of 28 points. The Associated Press and Agence France-Presse agencies also gained access to the document. Ukrainian MP Oleksiy Honcharenko, a member of the opposition faction "European Solidarity", published the plan on the Telegram platform. Here is a brief overview of the proposals contained in the plan.

On the security of Ukraine and Europe

The document respects Ukraine's sovereignty, and Russia, Ukraine and Europe declare the conflicts of the last 30 years over and commit not to attack each other. Russia and the United States should talk again about nuclear arms control.

Ukraine should write in its constitution that it renounces its intentions to join NATO, and the Alliance itself commits to never accept Ukraine and not to station troops in Ukraine. European fighter jets will be stationed in Poland. Russia should commit by law to renounce any aggression against Europe and Ukraine.

Ukraine will remain a non-nuclear state, but will receive "reliable security guarantees" from the United States, which are not detailed in the text. However, the United States will receive remuneration for these guarantees. If Ukraine attacks Russia, the guarantees are nullified. If Russia attacks Ukraine, the sanctions are reimposed and Moscow loses all privileges under the peace agreement. The size of the Ukrainian army is limited to 600,000. Ukraine will be able to join the EU.

A US-Russian working group on security issues is to monitor compliance with the agreement, which will also be guaranteed by a "Peace Council" chaired by US President Donald Trump.

Territorial issues

Crimea, but also the occupied Ukrainian territories of Donetsk and Luhansk, are recognized as de facto Russian. The Ukrainian army is liberating the parts of Donetsk that it still controls. These parts will henceforth be considered a demilitarized buffer zone and will be recognized as Russian territory. In the southern regions of Zaporizhia and Kherson, the current front line becomes a dividing line.

The Russian army withdraws from its positions in the Kharkiv and Sumy regions, which it currently controls. Russia renounces further territorial claims. Territorial issues can only be resolved peacefully, otherwise all security guarantees become invalid. The Zaporizhia nuclear power plant is placed under the control of the International Atomic Energy Agency (IAEA), and the electricity produced there is divided equally between Ukraine and Russia.

On the reconstruction of Ukraine

An international fund will be created for the reconstruction and development of Ukrainian infrastructure. The United States will assist in particular in expanding the Ukrainian gas industry. $100 billion of confiscated Russian state property is to be invested, under US leadership, in reconstruction and investment activities in Ukraine. The US receives 50 percent of the expected profits.

The EU contributes $100 billion to reconstruction and releases confiscated Russian assets. The remaining Russian assets will be directed towards joint investments and projects with the US, which serve as an incentive not to reignite the conflict.

Rehabilitation of Russia

Russia must be reintegrated into the world economy and invited to join the group of leading industrial countries after its temporary exclusion, which will once again turn the G7 into the G8. Long-term economic cooperation must be agreed with the US, covering, among other things, energy issues and the exploitation of rare earth elements in the Arctic.

Humanitarian issues

Captives and dead are exchanged on an "all for all" basis. Civilians must be released and families reunited. All participants in the war receive a broad amnesty. Both sides commit to teaching understanding and tolerance in schools, and Ukraine must guarantee the linguistic and religious rights of minorities in accordance with EU standards.

Truce and elections

100 days after the agreement is signed, elections are to be held in Ukraine. When all parties to the agreement approve it and the agreed military withdrawal is complete, the ceasefire will come into effect.
