Permission for Kiev to strike Russian territory with weapons transferred to it is supported by "one and a half to two EU countries". This was stated by the head of European diplomacy, Josep Borrell.

"Honestly, I can't say the number. Some have made it clear that the restrictions will remain. Others have said it, but not so clearly. Still others said: "Yes, but let me think about it”. In any case, the number will change”, says Borrell.
