Russia is developing a new system to prevent potential conscripts from leaving the country, the independent media organization Meduza reported on July 11, 2024, as quoted in the British Intelligence Daily Briefing.
The information exchange system between the Ministry of Defense and the Federal Security Service (FSB) will pass data on potential recruits to the Border Guard to prevent them from escaping. The system is expected to be fully functional before the fall of 2024.
Russia holds two conscriptions each year, with around 250,000 men called up for a year of compulsory military service.
After the partial mobilization was announced in 2022, hundreds of thousands of Russians left the country, many of them young and highly educated, causing serious damage to the labor market. The new system is probably intended to prevent a recurrence of this phenomenon during the annual recruitments and in the event of a new mobilization.

This measure is part of the government's efforts to maintain the necessary number of military personnel and avoid labor shortages in key sectors of the economy. However, there are concerns that the new system could lead to increased social tensions and further waves of emigration.
