Russian President Vladimir Putin has submitted a security guarantee treaty with Belarus within the Union State for ratification to the State Duma, the document has been published in the Duma database, TASS reports.

"The draft federal law proposes to ratify the Treaty between the Russian Federation and the Republic of Belarus on Security Guarantees within the Union State, signed in Minsk on December 6, 2024“, the explanatory note states.

According to the document:

"Russia and Belarus consider an armed attack on a member of the Union State an act of aggression against the union as a whole, Russian nuclear weapons can be used in response to the use of nuclear weapons or other types of weapons of mass destruction against any of the Parties, as well as in the event of aggression using conventional weapons, creating a critical threat to sovereignty or territorial integrity".

"The Parties consider Russian nuclear weapons as an important factor in preventing the outbreak of nuclear military conflicts and military conflicts using conventional means of destruction, as well as as a deterrent, the use of which is a last and mandatory measure".

"In order to prevent acts of aggression on the territory of Belarus, military facilities and Russian military formations may be created".

"The development of relations between Russia and Belarus within the Union State is not directed against other states and will be carried out in accordance with the UN Charter and other generally recognized principles and norms of international law".

"The Treaty on security guarantees within the Union State is concluded for ten years with automatic extension".

As Putin noted, "the document defines mutual allied obligations to guarantee defense, protect sovereignty, independence and constitutional order, integrity and inviolability of the territories of Russia and Belarus".
