The State Duma approved on third reading amendments to the Tax Code, which introduce a flat rate of 30% tax on the income of individuals designated as "foreign agents". The Chairman of the lower house, Vyacheslav Volodin, said that the measure removes all tax breaks for this category of persons, the BBC quoted him as saying.

"In addition, foreign agents are already deprived of benefits related to tax breaks in certain cases," Volodin said.

"Those who betrayed our country should not receive tax breaks. They will pay higher taxes to the state budget," the speaker concluded.

Tax residents in Russia pay personal income tax on a progressive five-point scale, ranging from 13% to 22%. Most citizens pay 13%.

The State Duma has repeatedly tightened laws against "foreign agents" since the beginning of the war in Ukraine. In particular, a law was passed that effectively prohibits "foreign agents" from making money from selling apartments or cars in Russia. Their income must be deposited in special accounts, which can only be accessed by being released from their "foreign agent" status. So far, only a few have managed to do so.
