The Geneva Document! Here is the full text of the European counter-proposal to the US peace plan for Ukraine

Reuters has presented the text of a European counter-proposal to the US-proposed 28-point peace plan for Ukraine.

The counter-proposal, prepared by the E3 - Britain, France and Germany - takes the US plan as a basis, but then examines it point by point with proposed amendments.

The text is as follows:

1. Ukraine's sovereignty will be confirmed.

2. A full and final non-aggression agreement will be reached between Russia, Ukraine and NATO. All the ambiguities of the last 30 years will be resolved.

(Point 3 of the US plan has been deleted. Their draft states: “Russia will be expected not to invade its neighbors and NATO will not expand further.“)

4. After the signing of a peace agreement, a dialogue will be held between Russia and NATO to address all security issues and create an environment for de-escalation to ensure global security and increase connectivity and future economic opportunities.

5. Ukraine will receive solid security guarantees.

6. The size of the Ukrainian army will be limited to 800,000 people in peacetime.

7. Ukraine's accession to NATO depends on a consensus of NATO members, which does not exist.

8. NATO agrees not to permanently station troops under its command in Ukraine in peacetime.

9. NATO fighter jets will be stationed in Poland.

10. US guarantees, reflecting Article 5.

a. The US will receive compensation for the guarantee.

b. If Ukraine invades Russia, it loses the guarantee.

c. If Russia invades Ukraine, in addition to a strong coordinated military response, all global sanctions will be reinstated and any recognition of the new territory and all other benefits of this agreement will be withdrawn.

11. Ukraine qualifies for EU membership and will receive short-term preferential access to Europe's market while this is assessed.

12. A stable global adjustment package for Ukraine, including, but not limited to:

a. Establish a Ukraine Development Fund to invest in high-growth industries, including technology, data centers, and artificial intelligence efforts.

b. The United States will partner with Ukraine to jointly restore, develop, modernize, and operate Ukraine’s gas infrastructure, including its pipelines and storage facilities.

c. Joint efforts to rebuild war-torn areas to rebuild, redevelop, and modernize cities and residential areas.

d. Infrastructure development.

e. Mineral and natural resource extraction.

f. The World Bank will develop a special financing package to provide financing to accelerate these efforts.

13. Russia will be gradually reintegrated into the global economy.

a. Sanctions relief will be discussed and negotiated in stages and on a case-by-case basis.

b. The United States will enter into a long-term economic cooperation agreement to pursue mutual development in the areas of energy, natural resources, infrastructure, artificial intelligence, data centers, rare earth elements, joint projects in the Arctic, and various other mutually beneficial corporate opportunities.

c. Russia will be invited back to the G8.

14. Ukraine will be fully reconstructed and compensated financially, including through Russian sovereign assets that will remain frozen until Russia compensates Ukraine for the damages.

15. A joint security working group will be established with the participation of the United States, Ukraine, Russia, and European countries to promote and implement all provisions of this agreement.

16. Russia will legislate its policy of non-aggression towards Europe and Ukraine.

17. The US and Russia agree to expand the non-proliferation and nuclear arms control treaties, including “Fair Start“.

18. Ukraine agrees to remain a non-nuclear state under the Treaty on the Non-Proliferation of Nuclear Weapons.

19. The Zaporozhye NPP will be restarted under the supervision of the International Atomic Energy Agency, and the energy produced will be distributed fairly in a 50:50 ratio between Russia and Ukraine.

20. Ukraine will adopt EU rules on religious tolerance and protection of linguistic minorities.

21. Ukraine undertakes not to regain occupied sovereign territory by military means. Negotiations on territorial exchanges will begin from the line of contact.

22. Once future territorial agreements have been agreed, both the Russian Federation and Ukraine undertake not to alter these agreements by force. Security guarantees will not apply if there is a breach of this obligation.

23. Russia will not impede Ukraine's use of the Dnieper River for commercial purposes, and agreements will be reached on the free movement of grain across the Black Sea.

24. A humanitarian committee will be established to resolve outstanding issues:

a. All remaining prisoners of war and bodies will be exchanged on an "all for all" basis.

b. All civilian detainees and hostages will be returned, including children.

c. There will be a family reunification program.

d. Measures will be provided for addressing the suffering of victims of the conflict.

25. Ukraine will hold elections as soon as possible after the peace agreement is signed.

27. This agreement will be legally binding. Its implementation will be monitored and guaranteed by a Peace Council chaired by President Donald Trump. There will be sanctions for violations.

28. Once all parties agree to this memorandum, a ceasefire will take effect immediately, after both sides withdraw to the agreed points to begin implementing the agreement. The terms of the ceasefire, including monitoring, will be agreed upon by both sides under U.S. supervision.
