The Sofia Municipality has selected a contractor for the activities of garbage collection, garbage transportation and cleaning in Zone 3, covering the areas of "Izgrev", "Slatina" and "Poduyane". In first place is the association "CHISTA SOFIA" DZZD, which is determined to be the contractor of the public procurement.
„After we guaranteed the continuity of the service in "Slatina", Poduyane and "Izgrev" with our own capacity at the most difficult moment, today we are taking the next key step - a long-term contractor has been selected in compliance with all legal requirements and with a focus on the interests of Sofia residents. We continue consistently towards achieving long-term and sustainable solutions for the cleanliness of the city”, said the Deputy Mayor for Ecology Eng. Nikolay Nedelkov.
The procedure also included “ECO RESOURS-R“ OOD and “EVRO IMPEX“ OOD, ranked second and third respectively.
The selection was made after a procedure conducted in accordance with the Public Procurement Act, in strict compliance with all requirements and under the terms of Art. 79 of the Public Procurement Act – after the termination of the previous procedure due to unsuitable offers. The termination decision was also confirmed by the Supreme Administrative Court, which enabled the Municipality to continue the process legally under the initially set conditions, without any significant changes to them.
The selection criterion is the most economically advantageous offer, determined on the basis of the lowest proposed price while maintaining high requirements for the quality of the service, introduced in the initial procedure.
The value of the contract will be announced after the expiration of the statutory 10-day appeal period and its official signing. The Sofia Municipality will continue to provide timely information about all subsequent actions and changes related to the procedure.
Zone 3 was one of the most affected during the waste crisis at the end of 2025, but also the one in which the fastest stabilization was achieved through the mobilization of municipal capacity. Within a short period of time, the Sofia Waste Treatment Company managed to ensure normalization of the service, which enabled the Municipality to approach calmly and responsibly the selection of a long-term contractor.
With the selection of a contractor for Zone 3, the Sofia Municipality continues its consistent policy of:
guaranteeing continuity of service;
strict compliance with the law and court decisions;
protecting the public interest and efficient spending of public funds;
ensuring higher quality of cleaning without unjustified increase in costs for citizens.
Currently, the Sofia Municipality has signed long-term contracts for Zone 2 (Pancharevo, Kremikovtzi and Iskar districts), Zone 5 (Bankya, Novi Iskar and Vrabnitsa districts), and a new contractor has been selected for Zone 4 (Nadezhda, Serdika and Ilinden), where the procedure was returned for the implementation of the court instructions. In Zone 6 (the districts of Lyulin, Krasno Selo and Krasna Polyana) the service is performed with municipal capacity through the long-term contract concluded with the company “Sofekostroy”, thus consistently restoring the sustainable model of cleanliness management in the city.
The municipality remains committed to the full completion of the process of awarding long-term contracts for all zones in the city, applying a unified approach - transparency, control and sustainability of decisions.
