None of the ministers who were proposed by Dimitar Glavchev have been previously agreed with the president . Krum Zarkov, Presidential Secretary for Legal Affairs, former Minister of Justice, stated this to BNR.

"Stefan Dimitrov cannot be the presidential person in Glavchev's government. There is no quota for the president, including for Maria Pavlova.

Zarkov defined as "nonsense" claims that the president has something to do with the status quo in the judiciary.

There is no minister of foreign affairs who can change the doctrine of the state in a day and a half, Zarkov also stated regarding the requested changes in the foreign ministry.

"Every time they lose ground, every time they make a mistake, they draw the same card. There is no institution or political force that can reverse the geopolitical development of the country. There are nuances in the various positions, but there is no such danger in the basic positioning of the country in the EU and NATO. This is used as an explanation for the inexplicable. It's funny, but also dangerous. Public dissatisfaction is piling up, which also affects the opinion of the unions in which we participate, since they use them mercilessly.

Rumen Radev gave Prime Minister Glavchev time to think about his responsibilities, and if he is convinced that he can take over the post of foreign minister, the president has no reason to deny him this, Zarkov also said.

He also analyzed the desired replacement of Kiril Vatev in the Ministry of Agriculture.

The presidential secretary for legal affairs quoted the words with which Vatev was left in the department.

"Remains to ensure continuity and as a proven good manager". Three days later, the author of these words said that the person does not cope with the pace, payments are delayed. Therefore, President Radev doubted whether both the initially proposed ministers and the proposals for replacement came from Dimitar Glavchev.

The current constitutional provisions are the cause of this whole farcical situation, the former justice minister also believes.

"Bulgaria was on the verge of a constitutional crisis and it would have happened if a candidate for Prime Minister had not been found. Under the new Constitution, if an interim government is not appointed, elections cannot be scheduled. We would be stuck in a situation of powerlessness.

Credit must be given to Dimitar Glavchev, but also to the president, who, if he wanted to show the ridiculousness of this Constitution, could start handing mandates to those who said they didn't want them. This would last until August-September. The President tries, within the limited framework of what was left to him as a power, to intervene so that sparingly and with self-control prevent situations that go beyond the normal. The president is trying to maintain the constitutional order.

Zarkov comments on Iliana Yotova's words that there is a danger that the elections will not be recognized for the first time.

"When a cabinet takes office, the first accepts the plan-account for the elections, as well as the distribution of the responsibilities of the various ministers for the organization of the elections. The foreign and interior ministers have a basic relationship".

The former justice minister described the requested vote of no confidence by the opposition to the official cabinet as a "pointless procedure".

The Constitutional Court must assess whether the procedure for amending the Constitution has been followed and whether the ordinary National Assembly has not entered into the powers of the Grand National Assembly, he also pointed out in the program "Politically INCORRECT".

"In addition to being unconstitutional, these amendments are deeply misguided.

It is vitally important that the Constitutional Court seizes the opportunity to set parameters within which an ordinary NA can amend our basic law.

Borislav Sarafov cannot remain silent, Krum Zarkov commented on what is happening around the Chief Secretary of the Ministry of Internal Affairs Zhivko Kotsev.

"Sarafov will continue to be the chief prosecutor for a long time, because the assembly decided with legal changes to turn the SJC into something permanent. SJC is now an abbreviation of Eternal Judicial Council.

We have an amended Constitution in the part about the judiciary, but we also have a fixed status quo.

Many of our politicians are desperately opportunistic, the former justice minister also noted.

"This leads to a crisis of confidence.

If it is up to the people's representatives, whether in this or the next parliament, nothing will ever be clear about either the Notary or the "Eight Dwarfs".

Journalists and public opinion must exert pressure. Small breakthroughs in judicial reform have been forced upon those trying to protect a status quo.

The parties that are on the ground still have a chance to look at themselves and transform themselves so that they can perform their functions in representative democracy, Zarkov noted.
