The proposal of GERB-SDS for a minority government means that the first political force has failed in its attempts to form a majority.

This is what political scientist Georgi Kiryakov told "Focus".

The first political power has the responsibility with the first mandate handed by the president to form a majority on the basis of which to construct a government. This is the political logic that must be followed by the political parties and their leaders, the political scientist said.

A government of floating majorities will not be stable. "If there are parties that stand behind some policies, then these parties must also stand behind a management program. It will not be a stable government in which DPS, for example, stands behind some of the policies, "There is such a people” – behind others. This is a floating majority rule, not a minority rule.

A minority government would be when three parties agree on three policies for example and a government is voted in just to have a government. But this is not a stable government that will govern in a stable, normal political environment”, Kiryakov believes.

In the last three mandates, Boyko Borisov ruled in a coalition, not as a minority government, Kiryakov emphasized. "Regardless of how he is currently performing and that excuses are being sought. If it now comes to a formula in which three parties participate, it will no longer be a government of the minority, but of some kind of majority," he commented.

In the government of the so-called "assembly“ there was no clear majority, said the political scientist. "There were some relations between GERB-SDS and PP-DB and participation in some topics of DPS, especially related to constitutional changes. There was no coalition agreement, no clear management program, no priorities. It was seen how long this strange political entity lasted. There were no completed reforms, it was seen how the constitutional changes crashed. It was seen that too great compromises had to be made with the reforms. It will be the same now. "No one can give guarantees under a minority government with floating majorities for any policy, because it will be constant hand-wringing, constant blackmail, constant anger," he believes.

According to Georgi Kiryakov "We are continuing the change” – "Democratic Bulgaria” have not drawn their conclusions from the election results. "They didn't count the vote of the voters and looking at their actions, they didn't even understand what happened to them. A long-term strategy is needed here, with clearly defined actions, what they need to do to win back their voters. These voters have relevant arguments. They decided that the voters told them to be the opposition and they are the opposition. But they, the voters, also said last time that they would be in opposition to GERB and DPS, but they were not, he commented.

According to him, in the next early elections, the parliament will be even more fragmented. "The probability that more parties will enter the next parliament is increasing. We will have three-four medium-sized parties and another four-five – smaller ones. We cannot create a government now with three parties, imagine with four small ones," Kiryakov added.
