This was stated in the program "Denyat live" on Nova News, the former constitutional judge and professor of constitutional law Prof. Plamen Kirov, who commented on the hot political situation in our country.
"The debate was chaotic today. It is no coincidence that in the middle of the debate, Boyko Borisov threw in the towel and suggested that the vote be suspended. Today we didn't see a policy debate, cabinet composition, we saw a pre-election debate. The split in the DPS vote should also not be over-dramatized. DPS is an old party and has shown that it can deal with any problems. If the DPS excludes these 14 MPs who voted "against" draft cabinet "Zhelyazkov", and their group remains of 30 representatives, the second mandate should go to the second largest parliamentary group - that of "We continue the change - Democratic Bulgaria", he revealed.
"The constitution does not give the president a term in which he can hand over the second term. Between the first and second term, the president can conduct a new cycle of policy consultations. The president can stretch this procedure a bit if he sees early elections going, as he most likely will. The goal is that the elections will not be held at the beginning of September, but at the beginning of October. The third term already has a term and it must be served within a week after the second, but there the party that received it has no term in which to fulfill it. This also makes it possible for the procedure to be stretched and the elections not to be held in August," the constitutionalist explained what was to come after the first mandate was not implemented.

"The political model is not easily changed. In Bulgaria, it is quite conventional to talk about a political elite. By looking at the parliamentary groups, we will understand that there are quite a few random people there. Many people did not expect to enter the National Assembly and become MPs at all", Prof. Plamen Kirov concluded.
