The legislative part of the program provides for:

  • More guarantees for judicial independence and democratic accountability of the prosecutor's office to find a place in the Law on Judiciary.
  • To be elected politically independent and party-neutral members of the SJC in a transparent and competitive procedure.
  • Make changes to the Criminal Procedure Code to limit abuses in the prosecutor's office.
  • Amend the Special Intelligence Means Act to limit their abuse.
  • Ensure real protection for people who report corruption with changes to the law already adopted for this purpose.
  • Enact a Law on Lobbying to regulate relations between people holding public office and those representing private interests.
  • Adoption of a new Law on Confiscation of Illegally Acquired Property, which is effective and limits the risks of abuse.
  • Adoption of special laws for the special services to limit the risks of foreign and corrupt influence in them.
  • Change in the Public Procurement Act so that everyone who buys medicines reimbursed by the health fund must make public procurements. The same should apply to the trade in wood.
  • Filling the gaps in the Anti-Corruption Law regarding the composition and work of the Anti-Corruption Commission.

The Anti-Corruption Program also focuses on easing the regulatory regimes that are a source of corruption risk. This also includes the transformation of license regimes into registration regimes, as well as the introduction of tacit consent upon prior registration of a registration regime. A number of legal changes are also planned to limit abuses in administrative control.

The anti-corruption measures in the executive power include a number of technical improvements in the most common types of public procurement, as well as a reform in the performance of the functions of the inspectors, the general inspectorate and the internal audit units of the ministries.

A number of steps are planned to reform the Ministry of Internal Affairs, which will cut corruption abuses in the largest system in the public sector. Measures are also proposed to increase the capacity of the "State Financial Inspection" Agency, which now cannot cope with the volume of work.

The anti-corruption program of “Yes, Bulgaria” also relies on measures to increase transparency, which is a major anti-corruption tool, such as keeping up-to-date data sets in a machine-readable open format and seriously upgrading the System for Electronic Budget Payments (SEBRA). An anti-corruption upgrade is planned for the currently existing information systems, where many of the main anti-corruption functions have been omitted. And more: building a centralized system for an open source audit environment based on popular technologies to ensure traceability of actions in all information systems in the public sector, as well as building a system for centralized distribution of files and cases. The goal of complete digitization of the document circulation has also been set.

According to the program, in order to limit the corruption risk and early detection of corrupt practices, the functionalities of the following systems should be upgraded: ISUN (for the management of European funds), VetIS (against the introduction of data on fictitious animals and agricultural subsidies), the systems of the State fund “Agriculture”, the Toll system, the internal system of the "Customs" Agency, the systems of the NHSOC, of the Traffic Police, the Platform for electronic public procurement - TSAIS EOP, the Taxi Register, the Commercial Register and the register of the National Center for Public Transport, the systems of the Electricity System Operator - ESO, the National Investment Management System - SUNI, etc. others listed in the program.
