I think that such type of reports, such as that of the delegation of PACE / Parliamentary Assembly of the Council of Europe-Bel. row / for our elections, have no decisive importance for Bulgaria, they are only for PR-use of the institutions and bodies that have been praised. There is no way, with the tools available to PACE and international observers, to capture, say, the controlled or corporate vote. Even the bought vote, if there are no drastic violations - caught buyers/sellers at the moment of the incident, can hardly be caught. The bought and controlled vote was highlighted as one of the major issues during this election. Already in the process of preparing the elections, during the campaign. And against the background of the low voter turnout, although it was not as low as in the previous elections, this factor played a serious role in distorting the will of the voters.
This was commented in the FACTS studio in front of Lili Marinkova by Assoc. Ivo Indjov - lecturer in political communications and analyst on the occasion of the already past early parliamentary elections. He continued his comment as follows:
The gap between political parties and voters is very wide. It is not filled with the fact that the voter turnout is 4% higher. And the reasons for this are complex. They do not manifest themselves only in the last 2-3 years. We saw that already in 2021, when there were the first elections in which GERB fell from power, we saw that the voter turnout was not very high. Although only a year before there were powerful anti-government protests. A group of people, more active voters, by coincidence, who has some particular event that ignites anger and a demand for political accountability, can go to the squares and stay there for months. But when it comes to voting to get the parliamentary cycle rolling again, not enough people go. And then we saw that people lost confidence. This anti-GERD front that was formed, it disintegrated very quickly. Some of the parties - PP-DB, entered into an assembly with those they had declared as enemies. The representatives of the "Peevski and Borisov" model entered. in agreement, trying to allegedly re-educate them in the name of constitutional changes, judicial reform, etc. That didn't work out. And this further alienated people from the electoral process. Because they say to themselves: "We now vote for one, we get him plus two more". I.e. "We vote for Petkov, we get Borisov and Peevski". But that is not the only reason. The reason is that, during the years of transition, Bulgarians saw that political decisions are often directed by behind-the-scenes circles, are taken in other places. Politicians change their ideologies, cheat on their programs, and somehow life can go on without elections and without active participation in the political process. But this is the wrong position. There is no talk on the part of the political parties about restoring trust. And this opens the vacuum for the emergence of new political players who start to speak at least more sincerely and more emotionally about politics in order to engage people not only in elections. But also in political actions and to enliven the political process.
