We expect the election materials, stored in the municipalities. First, they must be collected in the district centers and brought to the court. We have created an organization to store them in special premises. This was stated in the studio of "Hello, Bulgaria" the constitutional judge prof. Yanaki Stoilov.
He is the rapporteur on the recounting of ballots from over 2,200 election precincts. "The activity will be carried out by experts appointed by the Constitutional Court. Most of them have experience in such inspections. They will have to review all the election materials in the designated sections, and in 442 of them it will be necessary to check whether the invalid ballots entered in the records really correspond to the votes. The law creates prerequisites for violations," explained Stoilov.

According to him, until January 10 is the deadline in which the election papers for the re-counting will be provided. "We requested information about why video surveillance was missing in some sections, this gave reason for the Constitutional Court to include them in the new inspection. If voters are registered and someone has signed for them, this discrepancy cannot be detected. However, we can accurately determine whether paper ballots and machine ballots match the tally in the records. Also, whether they are drawn up according to the legal requirements. Only then would we be able to say whether, in numerical terms, the results match," the constitutional judge pointed out.

Despite the impossibility of electing the Speaker of the National Assembly, he expressed the opinion that there is no obstacle to carry out a certain range of activities. "An example is the registration of parliamentary groups. They meet the requirements and can function within the parliament. The second question is whether, in this situation, the president would initiate consultations and whether they would lead to a result. Even if this happens and he hands over the exploratory mandates, the case will be open with options for a caretaker prime minister. This list will no longer include the Speaker of the National Assembly, because there will not be a regular one", comments Prof. Stoilov.
