The leading municipalities are Malko Tarnovo, Byala (Varna region) and Svilengrad - with over 7 thousand leva per capita, and in Makresh, Kostinbrod, Hisarya, Belene and Belogradchik the funds paid under the operational programs are over 6 thousand leva per capita. Shortly after them in the ranking are the first municipalities - regional centers - Gabrovo and Vratsa, with just under 6,000 leva.

Small municipalities with limited administrative capacity absorb significantly fewer funds, even in places below 1,000 leva per capita on average.
