New sanctions are proposed for students who do not follow the rules in class  - 1

The Ministry of Education and Science is preparing to tighten discipline in class. Teachers' powers to sanction students with poor discipline are increasing. This is provided for in a proposal in the School and Preschool Education Act.

Poor discipline, incessant talking during the lesson, insults to teachers and classmates, arrogant behavior and even physically aggressive acts - are just some of the daily violations of students.

For failure to fulfill the obligations set forth in this Act, in the regulatory acts for its implementation and in the school's regulations, after exhausting the other mechanisms for influencing the internal motivation and overcoming the problematic behavior of students, sanctions and warning measures may be imposed, the bill states.

The sanctions that can be imposed on students under this Act are currently 5:

1. remark;

2. transfer to another class in the same school/ does not apply when this requires a change in profile, profession or specialty;

3. warning for transfer to another school;

4. transfer to another school;

5. transfer from a full-time form to an independent form of education/ applies to students who have reached the age of 16

The submitted proposal provides that they will become 3:

1. transfer to another class in the same school;

2. transfer to another school;

3. transfer from a full-time form or from a dual system of education to an independent form of education.

A note and a warning for transfer to another school will be "precautionary measures", with two more being added to them - "warning for transfer to another class" and "warning for transfer to an independent form".

The precautionary measure "note" will be imposed by the class teacher or any teacher who teaches the student, and all other precautionary measures – by the principal, by entering in the electronic diary" makes it clear from the proposed changes to the law.

A new method of sanctioning, described in the law, states that when a student, with his behavior, significantly hinders the conduct of activities at the school, he may be removed from school for a period not exceeding 3 days. This will not apply to children from 1st to 4th grade.

The Ministry of Education and Science justifies its proposal:

With regard to classroom discipline, legislative changes are proposed that expand the powers of teachers to impose a larger set of warning measures in case of unacceptable behavior by students. The idea is to be able to take quick measures when they have a systemic problem with a specific child, so that the conflict situation can be resolved in a timely manner and to avoid the imposition of severe sanctions. At the same time, all supporting measures of the current law are preserved, the Ministry of Education and Science reports.
