Manolova sent the “Anti-speculation” Law to the parliamentary groups  - 1

On June 23, 2025, the chairwoman of the civil platform Stand Up.BG Maya Manolova officially sent to all parliamentary groups in the 51st National Assembly the draft Law on Control of Prices of Basic Goods and Services - the so-called “Anti-speculation” Law, prepared by her and her team.

“The bill aims to respond to the concerns of Bulgarian citizens about the speculative increase in the prices of basic food products and essential goods and the impoverishment of households“, Manolova said in the letter.

The proposal calls for the adoption of legislative measures to prevent speculative price increases. The draft law provides for temporary mechanisms for consumer protection, based on the experience of EU Member States, in key sectors:

  • basic food products and essential goods;

  • fuels;

  • bank fees and commissions;

  • mobile services;

  • pharmaceutical products.

She emphasized that the activity of institutions such as the CPC, the CPC, the NRA and the CRC is visible, but without clear legal powers they remain with their hands tied.

The “Anti-speculation“ includes specific measures borrowed from the experience of a number of European countries, such as setting maximum prices and marginal mark-ups, mandatory announcement of previous prices, a ban on new fees, as well as strict sanctions for violators, including inclusion in a public “black list“.

Manolova and her team expressed their readiness to meet with the parliamentary groups to present the reasons, the analysis of the European experience and the proposed texts in detail.
