5 billion leva per year is stolen through public procurements and goes into offshore accounts, palaces, yachts, limousines of corrupt ministers, mayors, officials, oligarchs and local feudal lords. This money is used to buy elections, buy media, buy prosecutors and judges, buy parliamentary majority, buy regulators. This was stated by the former DANS employee Rosen Milenov and added:
This money is bloody because:
- Bulgarian children are dying on Bulgaria's poor roads, the money has been stolen, the asphalt has been eaten away, there are no markings, no signs and no control over people with bundles;
- there is no quality healthcare, because the money in the health fund has been drained and caps are collected for the treatment of children;
- because everything is feudalized in the economy and there is room for hoops from companies close to the government, and the cadres flee abroad for better pay, while their parents are killing them slowly and painfully in nursing homes in Bulgaria.
This money was earned with hard work, nerves and deprivation by working Bulgarians, but plundered by corrupt public procurement contractors - mayors, ministers, the heads of the RIA and other state and municipal institutions and of course a percentage deduction to the deputies and party leaders.
There are mayors with 100 million leva each, accumulated from commissions from public procurements that they have awarded. There are also prime ministers with billions, accumulated from public procurements - such is the world-famous benchmark Boyko Borisov. There are also deputies who are guarantors for all large rigged public procurements - such is the world-famous collector of offshore accounts Delyan Peevski.
In the same territory where the above criminals accumulate billions, there are some quiet and naive millions of ordinary Bulgarians who live on 1000-1500 leva. net per month and constantly raising their prices, and constantly lying to them that they are fighting corruption, and constantly telling them about highways, and there are none.
Misuse of billions in public procurement shows the blatant need for mandatory introduction of paid civil control offered and soon to be introduced by “I govern the state“ over the spending of our common money, which has entered the treasury from our taxes.
What is the mechanism?
All Bulgarian citizens on a rotational basis for a fee (1,200 leva for participation) to participate in the commissions for awarding all public procurements conducted in the country. The rotation principle means that different citizens will participate in each public procurement, that is, in order from the ESGRAON list.
Explanation:
Each commission will include 20 citizens from the contracting authority when awarding each public procurement.
They participate in two stages:
- they control the prices of materials and services, that is, whether they correspond to market prices or are unreasonably inflated with the aim of stealing public money.
Example: The price of the bench for the kindergarten in the neighborhood of 2,100 BGN, set in the procurement, is three times higher than the price for the same bench in hardware stores, which is 700 BGN - that is, 1,400 BGN. will steal the client and share them with the contractor.
- They control the investment control over the execution of the order.
Example: Checking the thickness of the laid asphalt - is it 9 cm, as per the project, or is it 6 cm, that is, 3 cm has been eaten away and that is why in the second year the road has become like an accordion and has no traction.
For the day of participation in such a civil commission, the citizen receives paid leave.
In a year and a half, all Bulgarians will be listed in such commissions.
This mechanism puts an end to the hoops of companies close to the government, the feudalism of the mayors, the robbery of 5 billion leva. annually, poor-quality repairs of roads, water supply facilities, state and public buildings, etc.
