That arch. Zdravko Zdravkov was released, regardless of what reasons, officially, as well as a large part of the dismissals that were made in the "Direction of Architecture and Urban Planning", I argue that they are an extremely bad sign for the city management in general. These people, let's divide them into two - first the chief architect. And then the colleagues who were directors of directorates and heads of departments in the NAG, who were also released. They have worked for Sofia for a long time. And I can say that the main problems of the city, which we talked about - infrastructure, development of the city, are not their fault. The politicians are to blame. Very often it happens that politicians look for scapegoats for their inability to develop their policies in professionals. And finally, the professionals sacrifice. And they appoint other colleagues of ours, who later become victims of the following politicians. The truth in this story we are talking about - first: It is not possible, after the mayor takes office, to work for almost a year and that well, most likely, with arch. Zdravko Zdravkov, I would say about him that he is a person who is a professional and most likely he managed to fit in with the wishes of the mayor. And suddenly - on Friday, at 5 pm! Friday at 5 p.m. was the day when the court recognized at first instance the election of Vasil Terziev as mayor of Sofia. Whether it's a coincidence or not - we don't know. But it's a coincidence. And that should be clear.
But it also sounds the other way. I am talking hypothetically - but this is discussed a lot in our circles. That it is quite possible that it is a contract-ie. the court recognizes him as mayor, against which he replaces the chief architect. And that is possible. Don't think it's not possible.
Then came the even bigger surprise - the appointment of the colleague arch. Bogdana Panayotova. This is not the one that was, at the time when I was a minister, director of the "National Construction Control" Directorate. When I was a minister, it was a colleague who was involved in construction supervision. And the most interesting thing is that she was the construction supervisor of part of those dams, for which we had already established in the previous official offices and I, in my capacity as deputy minister, had established many violations. And literally illegal construction on construction of the dams. Then Kiril Petkov made a party, you remember. The press conference, which I also attended, about the illegal dams and highways. Made a party, called it "Continuing the Change", and the desire was to change exactly these things.
Now Mayor Terziev is certainly appointing in the dark, because at least my impressions are that none of the coalition partners, supporting him as Mayor of Sofia, knew about the appointment of the acting position of "Chief Architect". Not only "Save Sofia", absolutely all of them. Which sounds weird. Especially since everyone is starting to keep quiet.
This was commented in the FACTS studio in front of Lili Marinkova arch. Ivan Shishkov - former Minister of Regional Development and Public Works in the office of Galab Donev. The reason for his comment is the report of the current mayor Vasil Terziev on one year of city management.
Here is more from his comment:
I'm not talking about a crime, because other bodies would have to prove it. Half a billion BGN were distributed to rebuild a fairly large amount of dams in Bulgaria. She, as a colleague, has a supervisory company and has signed contracts with the Ministry of Economy to supervise part of the construction of these dams. However, these construction works on the dams are carried out without building documents, and part of the repairs, which have been carried out. For some of the repairs which have not been carried out, of course, it has no relevance. No future supervision can be blamed without there being construction. Illegal constructions were found. And it was part of that big scandal about the development of our infrastructure in a strange way - i.e. without construction documents. These dams are of course not drinking water dams, but they are irrigation dams. Of which nothing has happened to complete the renovations the way we all want them to be completed. These dams, for the most part, most likely, are not used even to this day. During my time, when I was a regional minister, there was an accident of illegal construction for one of the dams.
